This depends on file and on what exactly you did with the file. If you smooth resized an animation, it could increase in size, because smoothness requires some extra memory space.

I just downsize a 48kb gif to fit as an avatar fron 180x180 to 100x100 wich ends up with 69,8kb without smooth resize.

This is not to much increase but resizing a 750kb file result in a 1.3 meg file which I can't host in the image site I use

Is it a bug or what cos I did the same on Abobe Image ready which is a very dificult prog for me and the results are as expected 700 kb to 500 kb.

More colours increases the size of a GIF, and more details (specially with textures and dithering) will do also. It is perhaps the reason. In a previous topic, I asked also about palettes, an Karlis confirmed me that an animated Gif will get a bigger size if the frames have different palettes.
So you can get a lower size, but unfortunately also a lower quality, by reducing the number of colors used.
