I'm easily able to shut down the program if i CTRL+ALT+Del and shut down from the task manager. How can I prevent either windows or the program from allowing me to do this?

Closing the iNet Protector tray icon, will not stop the service that is running in the background (it is another application that runs as protected service). So you can disable internet, then stop/close the iprotect.exe but the internet connection would stay disabled, so this has no effect on protection.
