Proficiency in HTML, CSS, and JavaScript

What exactly does a recruiter means when they post "Proficiency in HTML, CSS, and JavaScript for rapid prototyping"?

I've come across alot of UX designer post that requires "Proficiency in HTML, CSS, and JavaScript for rapid prototyping". I'm confused what exactly are their expectation, aren't the coding side be handled by programmers?

Yes, programmers are needed for UX prototypes. Artists design the appearance, but artists can't build a working prototype unless, of course, they also happen to be proficient in HTML, CSS, and JS.
