I am afraid WeBuilder does not support this.
But there are some free tools around, even an online tool is available:

I also believe that an image map support would be very helpful. Please do add this :idea:
One of the reasons for using software such as WeBuilder, is to have all tools at one place, like the gif-animator (can this be integrated into the WeBuilder UI, by the way?). :?

In my opinion WeBuilder is a web-coding IDE and should remain as such. Image maps are easy enough to do by hand (or as has been suggested use an application specifically designed for it if you don't know how to do it) and animated gifs and other image manipulation tools are the domain of a graphics package, not a web coding application. WeBuilder is lean because it isn't filled with WYSIWYG or HTML generator-type applications designed for beginners and filling it up with stuff hand coders wouldn't normally use just bloats it and takes up valuable development time, which as I understand it with one man down will be even more strained now.

One thing I have seen in other apps is a tools menu item which allows opening other tools (like a graphic package or whatever) from within the GUI but this is as far as I would want to see anything like that integrated. Just my opinion though.

Image map creation is more related to graphics than to coding and is not used that much anymore.
Adding something like that would just bloat the editor and require a lot of extra code (You need some kind of image editor to set the map areas)

Instead just use one of the online tools, like http://maschek.hu/imagemap/imgmap/ or http://summerstyle.github.io/summer/

All other similar programs I used in the past such as TopStyle, Homesite etc also had built in image-map editors.
The additional coding will surely not be much for such a simple additional inquiry!

But that was 15+ years ago! (I was a Homesite user myself until Adobe killed it off. WeBuilder was the editor that resembled it most, so I switched to WeBuilder. And have been using it ever since :D)

As I said then imagemaps are not used much anymore as cannot be made responsive. A much better solution is to use SVG.
SVG can be made responsive and you can do the same thing as with image maps (plus a lot more)

We have seriously considered the image maps, but pmk65 is right, the decline in their usage and popularity is the reason why we decided against it. Barely anyone uses them anymore and the new programmers never do. If we ever add them then it's more likely to be as a plugin.
