Feature to clearing comments from php code was removed (in php formatter) ? Correct me if I'm wrong.. Thanks

Yes, that was removed. Unlike JS/CSS code, PHP code is server-side and already safe from the eyes of the public, so removing comments doesn't really make sense.
The legacy PHP formatter exists, you can right click menu -> Customize -> Commands -> PHP and drag the legacy PHP formatter action to the menu. Note that the legacy formatter does not support PHP7, and has some issues even with PHP5, which is why it will be dropped eventually.
