Thank you, that did work.
I went back on the machine that it did not work on (It tried to exempt IE completely) and it had version 4.6 on it so I updated it too.

Thanks you, however that just allowed IE to access all internet. I did find that if I use the static IP of the computer it works with other computers. The other computers in the network can open the web based page. I however cannot get the host computer to allow itself. I entered its static IP and ...
