Click on insert then on the picture dropdown click from file. Then go to the file and double click.
Here is the secret that makes every newbie like me crazy. The gif will appear as a static picture to the sender but will animate for the receiver.

How do I attach an animated gif to an email
I created an animated gif but cannot find any instructions on how to attach it to Outlook. I inserted it as a picture and as a file but it only shows one frame and no movement.
