You seem to have got the details around the wrong way, the settings *are* being exported but are not being remembered by WB when you reopen WB after it closed itself to export the settings. I.e. Open WB, tick (or untick) Remove Trailing spaces and tabs, click OK. Go to Export Settings and export ...

I noticed this in WB2014 as well. If I make some changes in Preferences, click OK and then immediately Export Settings, when I re-open WB the last preference changes are not as I had set them. Also, while I'm here, the debugging issue still seems to be present in WB2015 where it simply doesn't provide any info in the debug tools (context variables etc) and can't subsequently be stopped. Settings
So, I uninstalled 2014, asking to keep settings and installed 2015 but it doesn't appear to have kept any settings at all. The layout has defaulted to one of you presets (my saved layout from 2014 not in the list of Manage Layouts). Coding colour settings have all defaulted back to your defaults etc ...
