Os:怀windows 2003 server
flash: 9.0.124.0
I just simple make a .swf to a .scr, and put in c:\windows.
when I login as administrator, It can work normally
but when I login as users , it just show blank ,no flash player.
I try several different .swf , but have not changed.
do I need upload my .scr?

Are you sure all users have at least read access to your .scr file? If you've placed a file in the \windows directory, it may have inherited previous permissions.
Right click on the file and select 'Properties'. Click the 'Security' tab. Check who has permissions, and what they are set for.

I set group users for "Full Access", but the problem was not solved.
when I take preview at Display Properties, it work normally .
but if wait for the screensaver appear, it's blank .

What kind of operating system do you have? The problem with Flash file display arises on systems where there is no permission to write to TEMP folder. OR when the TEMP folder is set to non-default . So the screen saver (current user) must have fill write access to the system temp folder.
