I noticed last night that after the Inet protector schedule expired at 10:30, and internet explorer stopped functioning as it usually does ... my daughter was able to activate and use Skype with her friends ... is this a known issue?, or is there something I can do to make sure that get's disabled also?

There are no known isues in this area. It could be that skype works for some minutes after the internet has bene disabled, but it should fail eventually. If it persists, the only thing that comes into mind is some sort of unique system conflict specific to your particular computer.
There is one thing, however. Check that you have not put Skype or *anything* else in the allowed lists. For example, if you have allowed secure web pages or e-mail or some service, it may be that Skype uses the "hole" that is left open for its purposes.
