I recently installed IE9 and when I click on "view source" I get an error popup that the program "htmlpad.exe" can not be found.
I went to htmlpad's Preferences => External Tools => Integration tab and unchecked, applied, re-checked and applied again but that didn't solve the issue. Any further ideas or suggestions?

Does not work for me either, it opens the standard editor. Does not give any error messages tho. Can you edit HTML files from right-click menu in the the File-Explorer?
And if you hit <Alt> and go to the <Files> menu (in IE9!), is there some item to edit with HTMLPad?

Same here but with WeBuilder 2011
Obviously Ie9 has introduced some things that don't want to play nice with our Blumentals products.

It's not limited to WeBuilder or HTMLPad.
I've had the same problem with IE8 for a while now, but it opens it's own viewer no matter what I set it to in IE8, Tools -> Internet Options -> Programs, and I have the following choices:
EditPlus
Microsoft Office Excell
Microsoft Office Publisher
Microsoft Office Work
Microsoft Visual Studio 2005
Notepad
Visual Studio 2010
WeBuilder 2010
WeBuilder 2011
But no matter which I choose it uses it's own source viewer.
I found this, using Method 1 sorts it for a week or so, then I have to do it again:
