Hello,
i'm often working on refineing existing sites/webapplications by simply installing them into a test environment (either local or on the web, depending on the nature of the project, weather it is neccessary to involve the customer or testers, i'm in the office or traveling and a number other invluences)
So the way the existing "project" works, doesn't work for may workflow.
For me the ideal project would work just like the crash recovery feature: store a file with an snapshot of all open files (and the cursor/scroll positions within) (after an enforced "save" or "discard" of eventuell changes to the files). To open such a project just open all contained files at the indicated line, like after a crash recovery. This should work independendly from the way the file was opened (local/FTP) and keep the order of the editor tabs.

Re: an other type of project
You can use Tools -> Save a List of Open Files... and Tools -> Load a List of Files... for that.
