The problem with the whole concept of these applications is that fixed size web pages are not good enough nowadays. The monitor sizes vary a great deal and web pages should adapt to everything from large monitor to a smartphone. So those times when you could take a PSD and convert to HTML just like some typographic document are gone. Nowadays either designer needs to be familiar with HTML or the programmer to be able to create a good design for the result to be any good.
