open browser still has access

Hey Guys!
i have a problem with the quotas or timer option.
When i click on "stop" the icon switches to "internet Access restricted",
however with the open browser i can continue surfing as long as i want to.
The Internet Explorer needs to be closed and restarted for the block to work...

Any idea how to get the connection blocked on the open browser aswell?
