it's maybe not a big problem but when I insert a new img the cursor skips to top of page, kinda tiring to descend the ladder all day long,
if anybody has a tip to stay at the same line when inserting a photo or a link, it will be welcome,

I can't reproduce this. How are you inserting your image, via menu Insert -> Image?
One thing that I can think of that might be affecting scrolling is Preview Synchronization (although it doesn't act like that for me). If you have turned it on, turn it off in preview (preview panel toolbar -> settings -> Synchronize with Cursor, make sure it's off).

Currently I'am in contact with someone from HTMLPad. Apperently the can't repodruce it. The problem is in my page only.
This is what I'am doing :
1. I have latetst version.
2. I'am using the Insert button on the ribbon .
This is what it looks like.

Does preview need to be open for this to happen or it doesn't matter?

With preview you mean open in the browser? That does not matter.

I don't know, maybe the support person has asked you this, but can you film the cursor jumping action? If you don't have any screen recording software, you can simply use a phone camera. It's really difficult for me to figure out what is going on otherwise.

For now, don't use Insert Image functionality, use auto-complete instead. You can put cursor here: img src="|" <--- , press Ctrl + Space to trigger auto-complete and pick "Choose Image".
