If a plugin is registered with a "Category", then disabling the plugin will not remove the menu item.
RegisterAction(Category, Caption, Shortcut, Function)
Sometimes there's a Category name but most times it's just a blank entry.
You can test it by disabling the Emmet plugin, then close and reload the editor.

This is a known bug and we'll see if it can be fixed without breaking menu shortcuts.
