I'm evaluating HTMLPad and am having trouble finding the <DIV> tag on the various menus or toolbars. (I realize I can start typing <div and use autocompletion but I also am accustomed to picking tags from drop-down lists.)

Click the 'View' menu, and select 'Markup browser'. Double click 'Div' and it'll insert both sides of the tag.
Equally, you could add a code snippet, and assign it a keystroke, eg, CTRL D. To add a code snippet, see here
