In "Preferences/Files/General/Default Encoding" my settings are "UTF-8 without BOM".
In the filerequest "Save as..." I become ever "ANSI" as Encoding. It would be nice, if the settings from the preferences are taken over there.

Please search this forum for an answer in detail. In short, it is not bug. It is simply that your file does not contain any UTF-8 specific chars, so next time it is opened the editor sees it as ANI, because without UTF-8 chars it is ANSI.

No, currently you can not do anything about file explorer. Plese wait for the release of 2008, we hope to update this by then.
