The way we have implemented this feature is following:
1) you type an opening tag, say <title>
2) if you get the tag closed now (and do not want this to happen), make sure you have disabled the setting "Auto complete HTML Tags"
3) you add some text for the tag
4) you type </
5) an auto complete pop up should appear having the item "title" selected, so that you only need to press return key to have the tag closed

Ah, OK. Had to also reduce the Auto Complete delay to make this work more smoothly, but now it works very nicely.

OK, I misunderstood how it was implemented from the original request, and AutoComplete HTML tags has to be off to see it.
