Msn is ignoring inetprotector

The system tray icon is red flagged yet my daughter still manages to use msn all night. I run on Windows Vista Home basic. I have nothing enabled on the Allowed programs checkmarks and my daughter has no administrator privilages. Can anyone help?

Please confirm this:

You are saying that with Internet Disabled, you are able to Sign In the MSN messenger and use it?

This should not be possible.
