Update: I restarted the computer and the problem disappeared. However, I'm concerned it may reappear, so I would appreciate suggestions.
Software worked yesterday. I downloaded the software and paid/registered on May 3 and have been using it on and off since May 3. Windows XP SP3.

Top menu bar (where, File etc would normally be) shows a series of short dashes (short horizontal black lines).
Icons show on the second and third menu bars (second bar starts with new-document icon, third bar starts with link icon). When I click a down arrow for randomly-chosen icons on these bars, I see short dashes plus what looks fragments of icons. If I hover over randomly chosen icons, the entire screen turns yellow until I move the mouse. If instead of hovering over an icon I quickly click the icon (for example, the open folder icon or the print icon) I get the expected action.
Opening an HTML file (from Windows Explorer) works. When I right click the file name at the bottom of the WeBuilder screen, I see short dashes plus what looks fragments of icons.
To try and fix the problem, I deleted WeBuilder using Windows' Add/Remove in the Control Panel and then reinstalled WeBuilder. Same problem.
I have been cleaning up my PC by deleting several programs. One program I deleted was the Microsoft .Net framework, but as I recall WeBuilder worked fine after that delete. I assume that uninstalling and then reinstalling WeBuilder would have eliminated any problem caused by the program deletes, but I'm mentioning them to provide maximum information.
I've also added a program (file comparison software), possibly between the time I last used WeBuilder without a problem and the start of the problem. Again, I would hope that uninstalling and then reinstalling WeBuilder would have eliminated any problems related to this.

It is only WeBuilder that this happened to? Or was that the only thing open at the time? Sounds more like a video driver/graphics ram issue than software problems. If it happens again, try hitting F5 to refresh the screen (to see if the artefacts clear) and try to change screen resolutions or refresh rates to see if it still breaks up. Also, try opening other windows (like an explorer window) just to check the title bar on that and see if it is breaking up.

This seems like a problem with memory or graphics card, or possibly a problem with Windows GDI resource management. Restart should help in some cases.
