Moved to Web Dev Talk, not related to WeBuilder.
In Firefox 3.6 goto Bookmarks -> Organise Bookmarks, and from there choose Import and Backup -> Import HTML and you then get the option to import from Internet Explorer

Assuming you're using IE8 (although it should be similar with a older version). You'll need the 'Menu Bar' turned on - right-click on the tool-bar and select 'Menu Bar'.
File > Import and Export... > Export to a file > Favorites
Select the top level folder from the folder tree > Export
Choose a folder to save bookmark.htm to > Next > Finish
From Firefox
Bookmarks > Organise Bookmarks
Import and Backup > Import HTML... > From an HTML File > Next
Find file exported from IE8 > Open
You now have all your IE Favorites in your Firefox Bookmarks.
