The "Horizontal Split" and "Vertical Split" tabs are not available. Is there any ways to enable those?

When working with .SVG files in the editor, only the "Code Editor" and "Preview" tabs are available.
The "Horizontal Split" and "Vertical Split" tabs are not available. Is there any ways to enable those?
