Hello Karlis,
I very rarely use split screen for Text Editor/Brower View. However, I do like to have split screen for the text editor. I use this to simultaneously view different parts of the same file.
Can Horizontal/Vertical split be arranged to do this?

No, this can't be done. Well, there's a bit of a work around. You can open you file and then open a new file and paste the contents of your original file into this new one. Then, go to the Window menu and select tile vertically or horizontally. Really only works if those are the only two files open but it does work when you need it.
I used to miss it but have eventually grown really used to placing bookmarks in the file for areas I need to reference. with shortcuts, it's quick work to set one where your working, jump to the reference spot and then jump back to where you're working. "Quick find" for your reference spot and then a single ctrl+z will undo your last character typed. presuming you were just working in the spot you want to go back to, it's another hacky but effective way to jump back.
This feature has been requested before. Do a search and add your vote. Generally, if enough people ask for something, they'll implement it.

I guess you've been using this editor for awhile. I purchased it just last week. Basically, I think it is great. I believe it will continue to evolve. Because of that, I surely will add my comments and suggestions toward assisting in its contiued high quality.

There is an internal tech limitation. The editor control we are using does not have this feature, thus we can not easily implement it. Turning everything around and possibly introducing many bugs just to satisfy less than handful of requests also does not seem reasonable at this moment, though, I agree, the feature would be nice.
