What are the differences between the older and newer of these versiouns.
I have Inet 2.9, is it worth it for me to get 3.0?

Windows Vista support was included in version 3.0 and there are also some improvements like detailed quotas (v 2.x only allowed quotas set in full hours, but no minutes). If you are on XP and the present features are of, you are good.
