Rapid PHP UTF-8 reverts to ANSI

Using Rapid PHP 9.5.2.106 on Windows Vista Home Premium (SP1)

When opening a file with 'UTF-8 without BOM' encoding, it will show ANSI encoding if the file does not actually contain any UTF-8 characters. So any subsequent saves will change the encoding to ANSI (unless I manually change the encoding to UTF-8 before I save every time).

If the file contains any characters that use UTF-8 encoding, the file will show as UTF-8 encoded as it should.

examples:

<?php
// copyright may 2009
?>
saved as UTF-8 without BOM. When opened will show ANSI encoding (but UTF-8 when viewing in another code editor).

<?php
// Ā© may 2009
?>
saved as UTF-8 without BOM. When opened will show UTF-8 * encoding.

There is no bug. UTF-8 without BOM actually is/becomes ANSI IF there are no unicode characters.
