I'm using the trial version Rapid PHP 2010. After opening the program the 2nd time, whenever here's an error in my php script, it will pop
a message that says Libpq.dll was not found. How do I solve this?

Isn't that related to PostgreSQL?
Does it do it on all PHP files? Even if you create a simple php file (eg, <? echo "hello" ?> - so no closing ; ) ?

This is not Rapid PHP error. It is a PHP error. PHP itself is not configured properly and throws this error. Rapid PHP uses PHP.exe for live syntax check to chggeck your syntax as you type.
You have either to configure php.ini properly to let PHP load the missing file or tell Rapid PHP not to use PHP for live syntax check:
Options - Preferences - PHP Settings - Uncheck "Enable realtime PHP syntax check".
