You can turn on and off the 'Taskbar' from the 'View' menu. The 'Taskbar' default location is at the bottom of the screen. I have moved it to the top.
I have a couple files already open. I open another file. The file content appears in the edit window, but the file 'Tab' does not appear in the 'Taskbar' until I hover the mouse cursor over the 'Taskbar'.

By the way, I would not consider this a 'Taskbar'. It is more similar to the Firefox "Tab Bar". I would rename it to somethig like, "Open Files Tab Bar", or "Active Files Tab Bar".

It has been happening the last few times in the last couple days. However, I noticed something similar in another application, so it may be a problem with my system. I'll try to confirm this.

I now recall that I have seen this like three times over the last year on one of my computers too, but I was not so much worried because it seemed like not a big deal, because hovering mouse over the tabs bar fixes the problem immediately.
If we could reproduce the problem on-demand we could fix it quickly but if it happens only very rarely, it is not so easy. Luckily this is not a show-stopper.
