This is the only program or editor that I have this problem with. I use Unlocker, but it is a hassle -- and now Unlocker won't fix the problem.
I'm XP Windows, Firefox 3.5. When I Tools / Preview In / Mozilla Firefox and the window opens, it locks it so that I cannot save until close Firefox. Unlocker says that there is no problem, yet it will not save.

As far as I remember since FireBug fixed their plugin, the problem was gone. Do you mean the bug in FireBog is back or do you have another problem that does not involve FireBug?
If it is FireBug again, you can try to downgrade to the last working version for now until it is resolved again.

I was using Firebug 1.4.5, and the problem occurred. So, I disabled Firebug, and it persists. Unlocker 1.8.8 shows that Firefox has locked the file.

Maybe then this is something else and not the old FireBug thing.
Try to disable FireBug AND restart FireFox right after (without turning FireBug back on) and see if it still happens. If yes, most likely this has then nothing to do with FireBug. In that case I will need precise steps what to do to repeat the problem and what is your FireFox version.
Also you may try disabling any other plugins (if you have any).

Wow. That fixed it. I suppose that means that I can't run Firebug.

No that means they have messed up again. You can downgrade to previous working version of firebug and I will try to report this to them. Since this does not happen on all systems you could report precise FF and FBug versions and steps to reproduce the problem. This should do.
Worst part is that I can not do anything on our end, because they seem to put a hard lock on files and file management objects in Dlephi do respect locks and will not allow ignore them.
