Please constructively explain the situation - does this happen with all files and folders. Do you have English version of Windows and what is your system language setting.
It is hard to tell, because hobody has had such problems before. Most likely you have selected not traditional system fonts. But I would not like to guess at this point.

I have Japan WinXP with ALL standard fonts
All windows programs written for the English version of Windows work with Jp filenames except for yours.
Because you aren't using a standard listbox right?
There is OS level support for this stuff. Unless you are doing some processing that is breaking unicode.
