Animation help plz

I want to make a dogs head and tail move slightly. I have the file saved as a png. Was told this product would/can do this but can't figure it out. Any help would be much appreciated as I do not want to purchase something else that is no use to me.

You must create separate images with dogs tail and head at various positions and then use Easy GIF Animator to compile these in an animation. Animations are created from a set of images.
