Installed HTMLPad 2010 had a few issues
I noticed one thing was it will not open a dialog box to allow you to choose a temp directory. You have to wait till it is done installing to do that in the preference area. Another thing I noticed is there is not a visual change in the apply button to let the user know visually that the changes have been made.

You can select temp folder during Welcome wizard, if you choose to go through it. As for the Apply button, indeed there is no indication of whether changes have been made, but since you are the first person to notice this in almost 10 years, I doubt it is worth adding any weight to support the behavior you mentioned, since it would have almost no impact on the usability.
