how to install code table UTF-8 instead of win-1251? or how to install a normal English instead of Russian win-1251?

ikea999 what does this post have to do with layout settings? You'll likely get more replies if you start a new thread.

Perhaps one of the mods will move it.

I'm also not sure what you mean anyway - can you not use the "Insert -> Encoding" menu to do what you want? If the encoding you want isn't listed there, you can just insert any entry as a template and change it in the editor to the encoding you want. Or maybe I have the wrong end of the stick completely.
