Templates and Path References

Is there a need to duplicate templates to be adjusted so the links come out right? This is using templates in WeBuilder.

I use this in a document:
$templ['base'] = '../';
$templ['title'] = 'Untitled Document';
$templ['menu'] = 'menu.php';
include($templ['base'].'templ/2col.php');

and this in the template:

<a href="<?php echo $templ['base'] ?>#">Lorem ipsum dolor</a> ...
