It would be very handy for positioning elements to have something like some graphics editors have in that the rulers have functionality of their own. For example, it would be handy to be able to grab the 0,0 point of the rulers and set that as the 'origin' at the top left of a main window, for example. This assists positioning elements and takes a lot of guesswork out of the process, for example when trying to judge how far in from the margin the edge of a table is when it is half way down the page and you can't scroll down to it to get close enough to the ruler for an accurate measurement. This involves clicking in the ruler area and dragging a coloured line out and being able to drop it anywhere, lining it up with whatever you want to measure and the ruler. There is a vertical and a horizontal one. See the screen shot below for what I mean (ignore the content, it is just something I used to demonstrate what I mean). Note that if this was WeBuilder in an actual situation, the vertical ruler would not continue and protrude above the top of the preview window as it does here, this is just a mock-up done quickly in my graphics editor.
I can already hear the arguments from others people and quite possibly the developers as well, saying this isn't a graphics editor so why spend hours on developing such frivolous things. For me, positioning CSS elements is a hit and miss affair where I guess the distance in pixels first then narrow it down over a dozen attempts to get it exactly right. This is not only time consuming but it also adds a lot of unnecessary mouse and keyboard work as well. Besides, there are rules there for a reason and not being able to accurately use them makes them moot anyway.
