I can't think of any prog such as you describe, or which may function in that way.
I have now 'cured' the problem. It is my habit to use Acronis True Image (http://www.acronis.co.uk/homecomputing/ ... trueimage/) to make an image of my C drive (reserved entirely for the OS) every now and again, especially at various stages of reinstalling the OS and the progams I use. I was able to revert back to such an image, an early version of my currect XP & programs installation, and to then perform a fresh installation of WeBuilder 2014 (having saved the configuration files from C:\Documents and Settings\MyName\Application Data\Blumentals\WeBuilder). Since then, to my relief, it has performed flawlessly, even though in almost every respect, the machine's installed program environment is the same.
So I guess it's now even less likely it'll be possible to discover what provoked the glitch on my PC, though it does seem to confirm that there was some corrupted process somewhere, nothing to do with WeBuilder...
I'd certainly recommend the disk image route to restoring one's system, as the alternative for me would have been to completely reinstall everything from the OS upwards (it also works very well if the need arises to eradicate a particularly stubborn virus).

Btw, Karlis also is a die-hard fan of Acronis and disk image backups
