RapidPHP 2014 (v12.2.0.150)
I have Options > Preferences > Language Options > HTML > Auto Complete HTML Tags AND Options > Preferences > Text Editor > Auto Complete > Enable Auto Complete unchecked, yet it still auto completes many (not all) HTML tags (e.g., input, textarea, form).
It is not completing h1, h2, etc., nor em, strong, span.

Options > Preferences > Text Editor > Auto Complete > Enable Auto Complete is all about drop down auto-complete lists so that's different from what you need.
What you're seeing comes from Auto Replace (Options > Preferences > Text Editor > Enable Auto Replace). Turn it off and it won't auto-complete input, img, etc tags.
