Allowed site not work

hello,

When you block the Internet and want to allow certain Web sites, for example. seznam.cz So open and others as centrum.cz or google. How do I configure Internet so that did not work and I should be allowed pages you need.I have tried lerning mode. Win7 and using the latest version of the programs.
