Moving sub menu items

Is there a simple way to select then move menu items up and down to reorganize?

Sure, you can select multiple items by holding Ctrl key, and use "Move Back" and "Move Forward" commands in Home ribbon to move the items (or alternatively press ctrl + alt + down or ctrl + alt + up on keyboard).
