Create Plugin for inserting images from library?
I hope I am in the right place for this question. I want to create a plugin for Rapid PHP so users will be able to insert images from a library into a project/page. Is this remotely possible? Something like a clipart gallery.

Sure it's possible 
Not exactly the same, but take a look at my Insert Base64 Image Plugin. You could so something similar (You don't have to base64 encode the image if you just want to insert a link)
The new plugin APi also allows you to create docking panels, so you could set it up to display image thumbs inside the editor panel.
