When I open a file which was saved as ANSI it opens the files automatic as UTF-8. Is that a bug or there is something wrong with my settings?
Please help me!

Check Options -> Preferences -> File -> General and see if if the checkbox "Open ANSI files as UTF-8 without BOM"

The technical explanation is that UTF-8 text file without language-specific characters and ANSI text file are both identical, which is why the checkbox that pmk65 allows you to specify which encoding you prefer. Nowadays most will use UTF-8 just to avoid any encoding problems whatsoever simply because it's easier, but that only comes into play once you start using non-ANSI characters.
