Does anyone knows if Webuilder (RapidPHP, HTMLPad) uses browsersync ?

Not out of the box, but with my Gulp Taskrunner plugin you can use browsersync and other nodejs plugins.

I started to intensive use webuilder for javascript. These days I'll try Gulp Taskrunner (if I'm not too busy).
I learn Vue.js (which is awesome) and need a lot of good things (like Taskrunner).
