  it would be cool if its start my webserv, mysqlserv, etc

and if "HTMLPad" = quit then
  exec shutdownscript of these webservers, etc

that would be a nice option, i think

This is very unusual request and I can not promise it would be included. I must think about this.

For now, you can try to create one Windows *.bat file that executes HTMLPad + other programs, you need and other *.bat file that closes your servers.
