I found this and maybe can be "corrected".
I have a project open, working on that et al. For this issue, I like to add a link so I use the link button, and then I use the open file button to find the proper link. etc.
Now I change to another project and again I need to create a link. When I click in the open file button I found myself in the last directory opened (which was for the other project).
I am not sure if this is a bug or a new feature, but I like to have the chance to find directly into my project every time I click in that open file button.
is this clear?

It could possibly be changed, but its actually a feature of Windows - ie, it just uses the last known directory.
The alternative is to always default to the project 'root', but if your images was in an /images directory, you'd always have to jump into that directory, so that would be equally annoying.
If other people 'vote' on this feature, then it may get moved into feature requests, and then added onto the 'to do' list for a future update.
As it stands, its not a bug, and can't be easily 'corrected' in the short term.
