Timer for a internet software

I would like to see an second timer for example an internet software like outlook express hotmail or a mp3 downloader.
Like when u have set the timer for general internet between 15:00 till 18:00 but the software u have selected u can choose a different timer like between 13:00 till 20:00 or something.
