i don't know of any program that does this but when using style="" in an HTML tag (inline) it auto suggests CSS...

however as a web developer who often answers to people who don't know how or why they just want it now- sometimes a messy but fast solution is what i need...
one thing i noticed (this probably goes in the bugs area) but rapidphp doesn't auto complete the <style> tag in the header of a document (again, messy but fast...a man's got to eat)
