You can try to emulate windows under Wine or CrossoverOffice and then install and run HTMLPad.
There are some things that are not working correctly, like preview pane (just because it's using internet explorer component, or really slowing down the development process.

Sorry to bring up a very old post, but I am in the process of switching my main machine from Windows to Linux and WeBuilder is one program I will dearly miss.
Since it seems to be 'impossible' to convert it to Linux, do you have any recommendations for a similar program for the Linux platform?

The best web editor I've used so far on Linux is Quanta+. I reviewed it here:

The GTK-based Bluefish is pretty good, but lacks code hinting/code completion.
The new Aptana (beta) works on linux and is based on Eclipse, which also runs on Linux.
Screem is another editor for Linux I haven't tried.

You can run on Linux, you just need a windows emulator such as Wine.
This is what you need to do. Under Wine or Cross-over linux you will need to create a bottle with a running version of Internet Explorer (yech)
ideally also Firefox, then install WeBuilder on that bottle. It may also be helpful to ensure you have all the standard windows fonts in there as well.
I have this set up on my Mepis 6.5 Linux system and it works fine - better than on Vista which didn't want me to alter my preferences, a bit like Microsoft in general really.
Remember - Windows for looking pretty and keeping PC engineers busy.

I have excellent Java skills and I know what I am talking about.
This would give you Webuilder under both Linux and Windows on the same codebase.
The model I was thinking is a "project" with milestones.

Don't take it personal, but I don't think it's reasonable to port webuilder to java.
Most of the java applications suffer from slowdowns and one of the greatest features of webuilder is it's small size and speed. That's the reason I switched back from Zend Studio despite the fact that WeBuilder still lacks some of the ZS features I love.

Yes Java is too slow But Linux is the way

Seriously, Vista is so totally awful, that people who would have never in a million years considered using another OS are now making the switch. Just this week I am scheduled to convert two Vista computers over to Linux. They are just totally fed up with all the things that don't work in Vista and the gimme gimme price gouging that they must pay and pay and pay for fixes and upgrades.
I do pretty much everything on Linux these days, but I am not yet happy enough with the code editors for php that I have tired on Linux.
I have seen enough dog-slow apps in Java to convince me that poor speed is inherent in Java and it will never be fast enough for something like RapidPHP. But people are cross-compiling c++ all the time.
The first change I would suggest making is to stop embedding IE as the default viewer. That was almost a deal killer for me in deciding to buy WeBuilder. Fire Fox has a very nice embedded control please consider using it.
I urge you to consider that your 2009 version should run on Linux otherwise you may find yourself left behind.

I hated all the crashes, instability of Windows - so I found a solution. Now I can work, backup, use Linux Apache server, GIT and all the nice stuff of Linux and RapidPHP together easily.
And BTW: Virtualbox has a seamless mode, presented on the picture there
