Some problem with Arabic..

Hi karlis ..

when i typing Arabic between quote there are problem
this is the problem:

the first echo is true, but another is confused!

can you help me about that?

Does this happen only at this place or everywhere?

As far as I can see the problem is only with single quotes, am I right?
