I'm using WeBuilder 2008 with 64bit Vista Ultimate. I have two accounts, the Administrator account and my limited user account from which I do all my work and web browsing/testing and such.
WeBuilder correctly installs the necessary files to the Administrator account's AppData folder, but it ignores my limited user account's AppData folder. This happens whether I install as Admin or as limited user, so I have to manually copy the Blumentals folder from one to the other. Hope this can be fixed.

Re: AppData files with Vista and WeBuilder 2008
Currently setup for "current-user-only" is supported as 99.9% of developers work this way.
Probably we should install the files to All Users folder also. I'll add this to the list of suggestions.
