htmlpad 2008 v9.51- I inserted a hyperlink: <a href="http://www.divinedirectionseminars.com.au/products-page" target="_parent" title="Click here to Register Online"></a>
but nothing shows up when I preview it in htmlpad or in the browsers. Does anyone know why this is so?

Nothing ever will show up with that code, you have nothing between the the tags, you need something between the end of the opening tag <a href=.....> and the closing tag </a>
For example:
